1. Describe the Commercial Objective
Explain who the product is for and how it will be positioned. A recreational retail paddle, competitive paddle, club program, promotional product, and premium private-label model may require different development priorities. State which requirements are fixed and which can be recommended by the manufacturer.
2. Prepare the Product Specification
- Overall length, width, shape, and thickness target.
- Face material or acceptable material directions.
- Core material, thickness, and any requested structural features.
- Edge treatment, handle length, grip circumference, grip material, and butt cap.
- Target weight range and balance direction where required.
- Surface, texture, finish, print coverage, logo, model name, and required marks.
If the team does not know a value, mark it as open rather than copying a competitor specification. The manufacturer can propose options, but each proposal should be documented so the sample can be evaluated against a clear record.
3. Supply Artwork and Packaging Information
Provide vector artwork, color references, logo placement, legal text, barcode requirements, inserts, labels, covers, boxes, polybags, and carton marks where available. Confirm whether packaging is intended for direct-to-consumer delivery, retail display, wholesale cartons, or another channel. Packaging should be sampled when fit, print, protection, or retailer presentation is important.

4. Review Development Samples in Stages
- Initial specification review: resolve missing or conflicting requirements.
- Construction sample: confirm materials, structure, dimensions, and general handling direction.
- Graphic sample: confirm artwork position, color reference, surface, and finish.
- Revision sample: document only the requested changes and retain version history.
- Approval sample: freeze the product reference for production.
- Packaging sample: confirm fit, protection, labels, inserts, barcode position, and carton information.
5. Create a Sample Approval Record
Verbal approval is not enough for a repeatable order. Record the sample version, date, product specification, artwork file version, packaging file version, approved deviations, measurement results, and the names of the people approving it. Keep one retained approval sample available for comparison where practical.
6. Define Production Acceptance Criteria
- Dimensions and thickness with agreed tolerances.
- Weight range and balance reference where specified.
- Surface, print, color, finish, edge, and handle appearance.
- Bonding, alignment, grip, butt cap, accessories, and packaging completeness.
- Inspection sampling method and treatment of nonconforming units.
- Required production, packing, or shipment records.
7. Control Changes After Approval
Any change to material, construction, dimensions, artwork, finish, packaging, or supplier-relevant process should be documented and reviewed before production. The quotation and schedule may need to be updated when the scope changes. A clear change record prevents an older file or sample from being used by mistake.
